Some people give only one answer on population control: that it is their personal right and the will of God.  No one has the right to stop it.  Only superstitious and nonsensical or less educated people can do this thing, yet once their point of view is accepted, it is a simple matter that the responsibility of nurturing a child should also belong to the one who is responsible for producing it.  Why should the government spend the tax paid by other citizens for such a growing population?  Why should the government be held responsible?  Can a person who does not have the resources to survive and support four or more children with the same limited resources?  For their development, can all the facilities like food, clothing, education, and employment be raised to their level?  Imagine if the government gives exemption to such people (who already enjoy free rein) and just denies its responsibility and leaves them on their own, and leaves them in the trust of the one above, their children will starve, and those who survive will beg or turn to the world of crime.  There will be neither enough space nor a house for them to live.  I do not talk about any sector, but development is not possible without facilities, and without development, increasing resources is not possible. As a result of resource distribution, resources for children become scarcer.  Let us understand this with an example.  If a farmer or labourer who today has barely the resources to support his family produces four children, but, due to a lack of resources, is unable to properly care for them or provide them with good education and health care.  If not, can the family’s life improve?  I have seen the deteriorating condition of good farmers and landlords, only due to more children, lack of education and constant division of land and trust only above.  I have seen the son of a big businessman from my village begging. You must have heard thousands of people committing suicide. Because of the same number of children, financial problems.

That is to say, the part of the earth that we have is limited and non-expanding.  There is a limit to its use.  If the population continues to grow like this, the agricultural land will be reduced in the future.  The fight for a place to live will start, and the problem of snatching food from each other will arise.  God has given mankind a good mind just so that he can plan his plan properly, find solutions to the problems that come and arrange a happy life for himself.  Had it not been so, we too would be roaming like animals in this earthly forest.  That’s why I am especially requesting it of those backward people who lack resources.  Those who are incapable of giving good nutrition, good health, and good education to their future children should recognise the reality.  Children can

once become the support of your old age only when you can become something by reading well.  To make the coming children capable and developed, the only

way is to plan your family and make your family capable and self-sufficient.  If you become self-reliant, only then will India also become self-dependent.  Remember that no politician, mullah, catholic, priest or contractor of the society will work for you.  The government can plan and guide us, but we must create the resources.  We must move ahead with our hard work and dedication.  We can take over the world as well, but without proper planning, without education, we can only die like animals; we cannot develop.

Now let’s talk about the government.  The government is a management team that is responsible for running and developing the social and regional organisation of the country well and empowering itself at the international level.  To meet its expenses, the government collects income from various taxes and other sources from citizens, so all citizens must plan and work for their own development according to their needs.  If the government lacks resources, it has to take a loan to make up for it.  We all know how bad debt is.  Be it an individual, a family or any organisation, debt takes everyone down and forces them to accept many unwanted conditions.  It is widely accepted that in our country, many people die due to debt.  What’s the solution then?  The solution really lies with the people.  You can reduce your expenses by planning a family.  By effectively managing nutrition and education, we can empower the next generation.  But alas, even today, due to illiteracy, conservatism and fanatical guidelines, a large section in our country is not ready to accept any suggestion or plan, and it does not hesitate to be violent.

Ultimately, what is the option with the government?  At present, in this situation, if the government thinks that while arranging necessary facilities for all, it will make its place in the world, then it can be nothing more than a golden dream.  The government should consider that if its appeal is ineffective, it will first have to control the population by passing necessary laws, as well as decide on proper education from the elementary level itself.  If the country is healthy and educated, it will progress and become self-reliant.  It is not a question of any caste, class, or sect, but of the prosperity of the nation, which should be seen in that scenario.

The government has spent a lot of money educating the public about the importance of family planning. Huge incentives are offered to those who adopt family planning. Contrarily, while a person is paid Rs 1500/- for permanent surgery for family planning, an incentive of Rs 6000/- is paid to every woman giving birth to a child. Although a segment of the educated upper class has understood the concept, a major part of the less educated or strict followers of Islam have not yet accepted it. Resultantly, the population in India, and that too of Muslims,

is regularly increasing and creating problems for the nation. Unauthorised immigrants have further worsened the problem. It is apparent now that the situation of population control is not possible unless a uniform population control law is

enforced for all citizens of India, irrespective of any identification. If the nation wants to grow and develop in future, the law should be implemented without further delay. We suggest some points for the central government to consider for incorporation into the law.

1 The law should be applicable to each citizen of India.

2 All the blind by birth, beggars, those of unsound mind, and lappers should not be allowed to give birth to a child.

3 All BPL and marginal BPL citizens should be allowed only one child unless they come out of that category.

4 All other citizens should be allowed only two kids, provided that the limit will be relaxed in case of twin children in the second pregnancy.

5 Any kind of incentive can be made for promoting family planning only up to the age of 45 years, subject to the final operation after one or two children, which may be a maximum of Rs50000/- in case of a male child and Rs100000/- in case of a female child. After the age of 45, every citizen must undergo the operation willingly. However, he will be on liberty, but in case of a third child, he must face the law.

6 The savings so earned may be utilised for better medical care and nutrition of children.

7 The free delivery facility should be available to all women only for two children.

8 The man (father), legal or illegal, violating the law, must be jailed for one to three years with a fine and withdrawal of every free or subsidised facility with compulsory operation.

9 No voter right, no subsidy, no government service, no right to contest any election to the parent having more than two kids after the nine months of publication of the law.

10 A premium loading of 10% must be imposed on life and accident insurance policies to be taken by the citizen having more than two children.
