No nation can survive long if it has not undertaken financial reforms from time to time. There must be a financial ecosystem in which every citizen contributes to the national pool and social security, and facilities are provided to all. Here is a proposed financial module for nationwide implementation:

 

 

All the citizens must be enrolled in NPR, dividing them into eleven categories as follows:

Category I 

People below the poverty line should be kept in this category whose annual income is up to 2 lacs.

Category II

Citizens living above the poverty line and with an annual income of up to 5 lacs may be included in this category.

Category III

Citizens with an annual income of Rs 5 lakh to Rs 10 lakh may be kept in this category.

Category IV

Citizens with an annual income of Rs 10 lakh to Rs 20 lakh may be kept under this category.

Category V

Citizens with an annual income of Rs 20 lac to Rs 50 lac may be kept under this category.

Category VI

Citizens with an annual income between Rs50lac and 1cr may be kept under this category.

Category VII

Citizens with an annual income of 1 cr to 5 cr may be included in this category.

Category VIII

All citizens with an annual income between Rs 5 cr and Rs 100 cr may be included in this category.

Category IX

All citizens earning more than Rs100cr may be kept under this category.

Category X

All chief ministers, central ministers, chief secretaries, all defence chiefs, all chief justices, Supreme Court judges, and other equal-ranking cadres of citizens may be kept under this category.

Category XI

The President of India, the Prime Minister, the Vice President, the Chief Justice, and the Field Marshal may be kept under this supreme category.

Now, all facilities, responsibilities, and other financial and protocol matters must be decided according to the categorisation.

  1. All citizens must contribute a minimum of 1% of their gross income to the national relief fund, apart from any taxes.
  2. The maximum cash in hand limit must be fixed according to categories, but not more than 5lacs at a time.
  • High-denomination notes must be taken out of the approved currency, but before doing so, sufficient currency must be available for replacement.
  • Firms and individuals who collect cash in excess of their cash limits must deposit the excess into their bank account within 48 hours, or the next working day on bank holidays.
  • All single expenses or sales above Rs 10,000/- must be made online or by cheque.
  • Firms, organisations, and political parties must also be fixed with cash holding limits, not more than Rs 10 lacs at a time.
  • Worship places should deposit their collection in a bank

account within 48 hours.

  • The tax regime must be determined by categories.

9 All foreign aid must be taxed at a flat rate before being distributed.

  • Every citizen from category III and above must take a permanent account number convertible to a higher category based on annual income every year.
  • Citizens of category I and II must be promoted to the next category within five years by planning suitable government schemes and monitoring them individually by the development/ panchayat departments.
  • profit margins must be fixed for all industries, traders, shopkeepers and producers.
  • Salaries and professional fees must be limited to the categories specified and should not exceed the emoluments for category XI.

 

 

It’s a well-established fact that debt either enables an individual or organisation to grow and repay the loan, including interest, or it ruins the individual’s entire livelihood. Debt, if used for productive assets, presents no stress, but if used for luxuries or even daily needs, it grows day by day and can never be repaid. Ultimately, the debtor loses all his or her wealth, and even the bank becomes corrupt. The history of many countries bears witness to this. These countries repeatedly took out loans by mortgaging their assets and used the loan proceeds for their own luxuries or free distribution to their citizens. They suffered two losses. First, their citizens grew lazy and stopped working hard to meet their needs. They became squatters, seeking free food and freedom. Second, their debts continued to grow because they did not generate income from the debt. Ultimately, they lost their shipyards, vital assets, and even their decision-making independence. Pakistan, Sri Lanka, Bangladesh, and many other countries are examples of banks teetering on the brink of corruption. Their law and order is constantly at stake.

Are we also following the same path? The answer lies in the rising state debt. Let’s pretend for a moment that everything is fine. If so, we need to see if any state government is willing to pay down its fair share of debt or reduce it. Do they have a planner to reduce it to zero within any timeframe? The answer is no. Then, there are only two options for continuing their course. First, they increase the burden on their taxpayers by raising taxes, or they risk losing their own development.

Who will bear the cost of increasing unnecessary state expenditure? Is it fair for political leaders to tax honest citizens for luxuries and political free-for-alls to maintain and continue their rule? Negotiations are the very reason we are on the path to losing our economy.

You see this in rural areas today. The days and hours of labour are being drastically reduced simply because of free subsidies and food. Farmers receive loans but don’t respond because they believe they will be wiped out in the next election. Bank NPAs are rising. Financial fraud is also rampant. Where does this situation end, and how can we even think about becoming self-reliant?

This issue has disturbed the peace of mind of many economists, taxpayers, and planners. It has become a topic of discussion among citizens’ groups, and various political leaders have begun arguing in favor of their policies. The Supreme Court has also expressed concern about whether all political parties are distributing free beans solely to maintain and attract their vote bank. A common opinion, especially among educated citizens, is definitely against every government’s policy of free schemes. We believe that:

The Supreme Court has also expressed concern about whether all political parties are distributing freebies solely to maintain and attract their vote bank. A consensus, especially among educated citizens, is clearly against any government policy of freebies. We believe that:

  1. It should be mandatory for every state government to plan its budget in a manner that is free of all kinds of deficiencies.
  2. The overall tax burden should be limited on a national basis.
  3. Development projects should be approved within the state’s income sources.
  4. Loans for special development projects should be sent to the central government for approval.
  5. A high-level coordinator should be formed to assess the project’s viability and loan repayment.
  6. Political parties and governments should be prohibited from announcing any freebies, loan waivers, or cash subsidies.
  7. Subsidies may be granted to promote the expansion of industries, production, exports, health, and education facilities based on specific needs.
  8. Under no circumstances should grants or subsidies be allowed based on cast  or religion, and general financial rules should be applied to all places of worship, regardless of race.
  1. A comprehensive upliftment program for the weaker sections should be implemented, lasting no more than five years, and the implementing and monitoring agency should be unified and accountable. Subsidies in the form of commercial property may be allowed for these projects.
  2. All exemptions should be based on income, not caste.
  3. A strict regulatory system should be implemented to curb corruption, from political leaders, bureaucrats, and business mafias to the lowest levels.
  4. Loopholes in the law that allow criminals to persist should be eliminated, and timely justice should be ensured.

13 Political contributions to political parties should be limited, and an overall limit should be set on the total amount.

Some people give only one answer on population control: that it is their personal right and the will of God.  No one has the right to stop it.  Only superstitious and nonsensical or less educated people can do this thing, yet once their point of view is accepted, it is a simple matter that the responsibility of nurturing a child should also belong to the one who is responsible for producing it.  Why should the government spend the tax paid by other citizens for such a growing population?  Why should the government be held responsible?  Can a person who does not have the resources to survive and support four or more children with the same limited resources?  For their development, can all the facilities like food, clothing, education, and employment be raised to their level?  Imagine if the government gives exemption to such people (who already enjoy free rein) and just denies its responsibility and leaves them on their own, and leaves them in the trust of the one above, their children will starve, and those who survive will beg or turn to the world of crime.  There will be neither enough space nor a house for them to live.  I do not talk about any sector, but development is not possible without facilities, and without development, increasing resources is not possible. As a result of resource distribution, resources for children become scarcer.  Let us understand this with an example.  If a farmer or labourer who today has barely the resources to support his family produces four children, but, due to a lack of resources, is unable to properly care for them or provide them with good education and health care.  If not, can the family’s life improve?  I have seen the deteriorating condition of good farmers and landlords, only due to more children, lack of education and constant division of land and trust only above.  I have seen the son of a big businessman from my village begging. You must have heard thousands of people committing suicide. Because of the same number of children, financial problems.

That is to say, the part of the earth that we have is limited and non-expanding.  There is a limit to its use.  If the population continues to grow like this, the agricultural land will be reduced in the future.  The fight for a place to live will start, and the problem of snatching food from each other will arise.  God has given mankind a good mind just so that he can plan his plan properly, find solutions to the problems that come and arrange a happy life for himself.  Had it not been so, we too would be roaming like animals in this earthly forest.  That’s why I am especially requesting it of those backward people who lack resources.  Those who are incapable of giving good nutrition, good health, and good education to their future children should recognise the reality.  Children can

once become the support of your old age only when you can become something by reading well.  To make the coming children capable and developed, the only

way is to plan your family and make your family capable and self-sufficient.  If you become self-reliant, only then will India also become self-dependent.  Remember that no politician, mullah, catholic, priest or contractor of the society will work for you.  The government can plan and guide us, but we must create the resources.  We must move ahead with our hard work and dedication.  We can take over the world as well, but without proper planning, without education, we can only die like animals; we cannot develop.

Now let’s talk about the government.  The government is a management team that is responsible for running and developing the social and regional organisation of the country well and empowering itself at the international level.  To meet its expenses, the government collects income from various taxes and other sources from citizens, so all citizens must plan and work for their own development according to their needs.  If the government lacks resources, it has to take a loan to make up for it.  We all know how bad debt is.  Be it an individual, a family or any organisation, debt takes everyone down and forces them to accept many unwanted conditions.  It is widely accepted that in our country, many people die due to debt.  What’s the solution then?  The solution really lies with the people.  You can reduce your expenses by planning a family.  By effectively managing nutrition and education, we can empower the next generation.  But alas, even today, due to illiteracy, conservatism and fanatical guidelines, a large section in our country is not ready to accept any suggestion or plan, and it does not hesitate to be violent.

Ultimately, what is the option with the government?  At present, in this situation, if the government thinks that while arranging necessary facilities for all, it will make its place in the world, then it can be nothing more than a golden dream.  The government should consider that if its appeal is ineffective, it will first have to control the population by passing necessary laws, as well as decide on proper education from the elementary level itself.  If the country is healthy and educated, it will progress and become self-reliant.  It is not a question of any caste, class, or sect, but of the prosperity of the nation, which should be seen in that scenario.

The government has spent a lot of money educating the public about the importance of family planning. Huge incentives are offered to those who adopt family planning. Contrarily, while a person is paid Rs 1500/- for permanent surgery for family planning, an incentive of Rs 6000/- is paid to every woman giving birth to a child. Although a segment of the educated upper class has understood the concept, a major part of the less educated or strict followers of Islam have not yet accepted it. Resultantly, the population in India, and that too of Muslims,

is regularly increasing and creating problems for the nation. Unauthorised immigrants have further worsened the problem. It is apparent now that the situation of population control is not possible unless a uniform population control law is

enforced for all citizens of India, irrespective of any identification. If the nation wants to grow and develop in future, the law should be implemented without further delay. We suggest some points for the central government to consider for incorporation into the law.

1 The law should be applicable to each citizen of India.

2 All the blind by birth, beggars, those of unsound mind, and lappers should not be allowed to give birth to a child.

3 All BPL and marginal BPL citizens should be allowed only one child unless they come out of that category.

4 All other citizens should be allowed only two kids, provided that the limit will be relaxed in case of twin children in the second pregnancy.

5 Any kind of incentive can be made for promoting family planning only up to the age of 45 years, subject to the final operation after one or two children, which may be a maximum of Rs50000/- in case of a male child and Rs100000/- in case of a female child. After the age of 45, every citizen must undergo the operation willingly. However, he will be on liberty, but in case of a third child, he must face the law.

6 The savings so earned may be utilised for better medical care and nutrition of children.

7 The free delivery facility should be available to all women only for two children.

8 The man (father), legal or illegal, violating the law, must be jailed for one to three years with a fine and withdrawal of every free or subsidised facility with compulsory operation.

9 No voter right, no subsidy, no government service, no right to contest any election to the parent having more than two kids after the nine months of publication of the law.

10 A premium loading of 10% must be imposed on life and accident insurance policies to be taken by the citizen having more than two children.

After a long period of struggle, our leaders finally secured the transfer of power in 1947. Soon after independence, or at the time, the power politics started in India. We were not aware of how to manage a nation or establish the rule of our imagination. The then prominent leaders put forward their ideology, which the first prime minister partially accepted, and perhaps his will was incorporated into the constitution. If we realise that the partition of India was accepted on the basis of religion, mainly Hindus and Muslims. There was no choice for other religions but to align with one party. If it was so partitioned, then why was liberty given to a huge number of Muslims to stay in India? In fact, our perception of partition is wrong. It was not a national decision but a power game. Division in two religions but two muslim brothers. A portion was awarded by a powerful brother to the other brother just to keep him away from his emperorship. If Muslims had not been retained, then Sh J L Nehru and his successors could have never proceeded to carry out their agenda of lifetime ruling. That’s why, despite good proposals from Sh Bhimrao Ambedkar, Sh Vallabh Bhai Patel, Dr Rajender Prasad, Dr Shyama Prasad Mukherjee, and even Mahatma Gandhi and others, they were smartly ignored. Thus, a long-term ruling policy was framed. In fact, due to a lack of experience, we were unable to implement our ideal constitution. Anyhow, our most talented leader, Sh B R Ambedkar ji, prepared a constitution within a short span, a mix of foreign constitutions and Indian ideology, also influenced by Nehru ji. Resultantly, Congress, rather, we can say the successors of Nehruji, ruled India for a very long time on a certain agenda. Those who came to power by default and tried to diversify the agenda were mysteriously out of the show, like Shastri ji, who won the war by giving importance to his jawan and kisans.

Anyhow, after a long time, the Indian public started to understand the game. The tolerance was reduced. The public started to move towards change. After a few experiments, the power was transferred to the Bhartiya Janta Party under the leadership of a nationalist saint, Sh Narender Bhai Modi ji, who, within a short time, opened the eyes of the Indian public and got them to realise their national integrity and identity. Bharat rose to prominence in the world after regaining a sense of freedom. Now, from a different perspective, some provisions of our 70-year-old Constitution and its amendments have become irrelevant. Since we have awakened and begun entering a new era of building our nation into a world leader, we must certainly bring changes or reforms to our constitution to reduce the hurdles and threats that lie ahead. This is the right time to explore futuristic reforms and have them implemented by the constitution.

As a result of extensive exploration of various intellectuals, we have summarised an Action plan to be further examined and brainstormed to finally find a clear path to transform the country into NEW BHARAT. These ideas shall be published here regularly in a series. Those citizens who can contribute additional ideas or suggestions on our proposal to bring it to a fine shape are free and welcome to write to the editor. Their participation in this brainstorming may be their vital contribution to the country.

आज पूरी मातृशक्ति को अभिवादन और शुभकामनाएं देते हुए विचार आया की मातृ शब्द की उत्पत्ति का संबंध संतान उत्पत्ति और पालन से हैं तो क्यों न आज ऐसे विषय पर चर्चा करें जहाँ मातृशक्ति के प्रथम दायित्व का सीधा संबंध हो यानी हमारे बच्चे। आज जिस विषय पर चर्चा को आरम्भ किया जा रहा है वह दिखायी तो नहीं देता लेकिन गुप्त मारक की तरह शनै शनै हमारे जीवन के समस्याओं का मुख्य कारक बनते हुए हमारे भविष्य का विनाश कर रहा हे । यह कारक है मानसिकता , जिसे सभी माता-पिता अनजाने में महत्व नहीं देकर भयंकर भूल कर बैठते हैं ।

मनन कीजिए , अच्छा अथवा बुरा जैसा भी विचार हो अवश्य अपनी टिप्पणी हमें प्रेषित करें । शायद आपके सुझाव से हम इस विकट समस्या का निदान पाने में सफल हो सकें।

मानसिकता – अपराध की जननी
सावधान , तेजी से बदल रही हमारी मानसिकता जहाँ एक और नई सोच उत्पन्न कर रही हे, हम विकास की और बढ़ रहें हैं वहीं दूसरी और इसके घातक परिणाम भी सामने आने लगे हैं। आप समाचार पत्र देखिए अथवा दूरदर्शन पर ब्रेकिंग न्यूज़ , पति द्वारा पत्नी की हत्या, पत्नी के प्रेमप्रसंग के चलते पति की हत्या, दहेज के लिए बहू की हत्या, संपत्ति के लिए भाई द्वारा भाई की हत्या अब आम समाचार हो गए हैं । इसके साथ ही रातों रात अमीर बनने का ख्वाब , महंगे शौक़, नशा और अय्याशी नई पीढ़ी को अनैतिक मानसिकता की और खींच रहे हैं । पुरानी कहावत हे किसी परिवार को बर्बाद करना हो तो उसके बच्चों को बिगाड़ दीजिए , आपको कुछ नहीं करना हे, परिवार शनै शनै बर्बाद हो जाएगा। जरा सोचिए क्या इसी नीति से हमारे परिवार, देश को नष्ट नहीं किया जा रहा हे? दुश्मन धीरे से आपके घर में घुसकर आपको बर्बाद कर रहा हे और आप हँसते हँसते आत्महत्या कर रहें हैं।

आज नशे के कारोबार ने हमें कहीं न कहीं जकड़ लिया हे । दूध पीकर स्वस्थ रहने वाले बच्चों को नशे का ज़हर परोसा जा रहा है। उसे शिक्षा के साथ पहले धूम्रपान फिर अल्कोहल और फिर नशे की पुड़िया देकर चुपके चुपके नशे का आदि बना दिया जाता हे और यहीं से नई मानसिकता की नीव पड़ने लगती हे । अपनी भागदौड़ के चलते माता-पिता अपने बच्चों पर ध्यान केंद्रित नहीं करते । नहीं कह सकते कि यह मजबूरी हे अथवा अपने कर्तव्यों के प्रति उदासीनता । लेकिन यह सत्य हे की अधिकतर मातापिता बच्चों के बदलते व्यवहार, उनकी मानसिकता से अनभिज्ञ रहते हैं और जब पता चलता हे तो देर हो चुकी होती हे । बच्चा पहले क्लास से बंक मारता हे फिर घर से मिले जेब खर्च से नशा सीखता हे । नशे की इच्छा और खर्च बढ़ने पर घर से पैसे चुराना सीखता हे और यही अनियंत्रित प्रवृत्ति उसे एक दिन अपराध की दुनिया में धकेल देती हे ।

मानसिकता पर ध्यान दें:
इस समस्या की कोई औषधि नहीं हे और न ही नकेंद्रन्द्र इसका समाधान है । केवल पारिवारिक वातावरण और मानसिकता पर ध्यान केंद्रित करने से अच्छे दूरगामी परिणाम प्राप्त ही सकते हैं। कुछ सामान्य सुझाव हैं जिनका पालन कर समस्या से निपटा जा सकता है ।
१ अपने बच्चों के व्यक्तित्व को पहचाने , उनके सीखने की परवर्ती और उनकी आंतरिक मश्तिष्कीय निपुणता शक्तियों को जानने का पर्यास करें। इसके लिए मनोवैज्ञानिकों की सहायता ली जा सकती हे । आज के वैज्ञानिक युग में डर्मैटोग्लाइफ़िक अध्यन के द्वारा भी इस प्रकार की जानकारी ली जा सकती है । सामान्य भाषा में इसे DMIT के नाम से जाना जाता है जो साधारण सी क़ीमत पर उपलब्ध हो जाता हे ।
२ अपने बच्चों पर अपनी निश्चित इच्छाएँ न थोपें और उन्हें उनके व्यक्तित्व के अनुसार विकसित होने में अपना सहयोग करें।
३ सभी माता पिता को अपने बच्चों से प्यार होता है । यह एक प्राकृतिक व्यवस्था है किंतु इसे आवश्यकता से अधिक दर्शाते हुए अपने बच्चों को ऐसे उपहार , शिक्षा न दें जो भविष्य में उनके जीवन में किसी दुष्परिणाम का कारण बने। उदाहरणार्थ बच्चों को मोबाइल उपलब्ध कराना , उचित आयु से पूर्व वाहन चलाने की अनुमति देना आदि।
४ अपने बच्चों की स्कूल की दैनिक गतिविधियों पर नज़र रखें।समय-समय पर स्कूल से उनकी फीडबैक अवश्य लें।
५ अपने बच्चों के व्यवहार पर निरंतर ध्यान केंद्रित करें। यदि बच्चे का पढ़ाई में मन नहीं लगता, बच्चे के सामान्य व्यवहार में परिवर्तन हो रहा हो , बच्चा एकांत ढूंड रहा हो , उसका स्वास्थ्य सामान्य स्तर से नीचे गिर रहा हो तो यह असामान्य स्थिति है जिस पर तुरंत सुधारात्मक उपायों की आवश्यकता है ।
६ अधिकतर मातापिता अपनी व्यस्तता अथवा अनभिज्ञता के कारण बच्चों के प्रति अपने उचित दायित्व के प्रति जागरूक नहीं होते। सभी बच्चे एक समान नहीं हो सकते । ध्यान दें और विश्वास करें कि आपका बच्चा किसी की कॉपी नहीं है । उसका जन्म विशिष्ट गुणों के साथ विशिष्ट कर्मों के माध्यम से विशिष्ट पहचान बनाते हुए विशिष्ट लक्ष्यों को प्राप्त करने के लिए हुआ है । उसे किसी अन्य की नक़ल , अनुसरण के लिए बाध्य न करें। अपने सपनों से अधिक उसके अपने भविष्य के मार्ग में उसके मार्गदर्शक बनें । कदापि बच्चे को अपने निश्चित लक्ष्य पर चलने के लिए बाध्य न करें बल्कि उसकी वैचारिक क्षमताओं को स्वतंत्रता देने का पर्यास करें।
७ बच्चों की आरंभिक आपराधिक हरकतों को कदापि संरक्षण न दें । बल्कि तुरंत उसे इसके दुष्परिणामों की जानकारी देकर सुधार करें।
माता-पिता अपने बच्चों की सर्वोच्च सफलता की कामना करता है । इसका अभिप्राय यह नहीं कि आपकी सोच उसके लिए सफलता का सही मार्ग साबित हो । जब तक व्यक्ति को उसके व्यक्तिगत गुणों और सोच के अनुसार व्यवसाय नहीं मिलेगा तब तक निश्चित मानिए वह भली प्रकार निष्पादन नहीं कर पाएगा । उचित निष्पादन और वांछित परिणामों की अनुपस्थिति में वह हमेशा ही विचलित स्थिति में रहेगा। उसे मानसिक संतुष्टि प्राप्त नहीं होगी । इसलिए उसकी सफलता का केवल एक ही सूत्र है कि अपने बच्चे को वह न बनाइए जो आप चाहते हैं बल्कि उसे वह बनने और व्यवसाय चुनने में सहायक बनें जिसके लिए ईश्वर ने उसे जन्मजात प्रतिभा देकर भेजा है ।
बच्चे हमारा भविष्य हैं , उनके उज्ज्वल भविष्य निर्माण में सकारात्मक योगदान हमारा दायित्व है इसे भलीभांति निभायें। अच्छे मातापिता बने , आपके बच्चे स्वयमेव अच्छे साबित होंगे।

उत्तराखंड के यशस्वी युवा मुख्यमंत्री ने सख़्त भू क़ानून के विषय में की गई घोषणा तो समय पर पूरी कर दी लेकिन एक प्रश्न बुद्धिजीवियों के सामने अवश्य खड़ा कर दिया कि प्रस्तावित भू कानून प्रदेश के विकास में कुछ सहायक होगा अथवा प्रदेश के ताबूत में कील ठोक जाएगा ।कानून की चर्चा तो अभी करना उचित न हो क्यूंकि कानून का पूरा विवरण सामने नहीं आया है और अभी भी इसमें किसी संशोधन पर विचार करने का सरकार के पास विकल्प बचा हे । लेकिन जो भी सामने आया हे उससे स्पष्ट हे कि सरकार अति वादियों के दबाव में आ चुकी है । सरकार ने एक बार फिर जल्दबाजी, अधूरे कानून और एक पक्ष की और झुकाव का परिचय दिया है । अग्निवीर योजना हो या फिर कृषि कानून , केंद्र सरकार ने जैसे जल्दबाज़ी में निर्णय लिए उत्तराखंड सरकार ने भी यू सी सी और भू क़ानून लाकर ऐसा ही अनुसरण किया है । सरकार दूरदृष्टि और संवेदनशीलता से कार्य करती तो न यू सी सी से यहाँ की संस्कृति को चोट पहुँचती और न ही भू क़ानून बार बार परिवर्तित होता । स्पष्ट है कि अभी तक भी सरकार की नीति स्पष्ट नहीं है । पिछले २४ वर्षों में प्रदेश की भूमि के जिस तरह चिथड़े उड़ते रहे उसका सीधा अर्थ है कि या तो सरकार को स्थिति का अनुमान नहीं था अथवा वह आँखे बंदकर दिन में भी सो रही थी। जनता ने जागकर शोर न मचाया होता तो सरकार के जागने की अभी भी कोई उम्मीद नहीं थी । अब पछताए क्या होत हे जब चिड़िया चुग गई खेत । प्रदेश की अधिकतर ज़मीने भू माफ़ियों की शिकार हो चुकी हैं ऐसे में प्रस्तावित क़ानून के ज़रिए प्रदेश को कोई लाभ मिल सके इसमें संदेह है । जिस भूमि पर प्रतिबन्ध पहले भी था बाद में ज़िलाधिकारी की अनुमति से ढील मिल गई और अब वही ढील सरकार के पास पहुँच गई है । फ़र्क़ सिर्फ़ इतना हे कि खेल की चाबी सरकार के पास रख ली गई है । इससे बड़े भू माफियाओं फिर चाहे वह स्थानीय हो अथवा बाहरी , को कोई फ़र्क़ नहीं पड़ेगा बस मारा गया है वो ग़रीब नागरिक जो अपनी पहाड़ की लगभग बंजर भूमि को बेचकर रोज़गार के दूसरे अवसर ढूंड रहा था। भारत में तो प्रसिद्ध हे कि क़ानून बनने से पहले उसका तोड़ तयार हो जाता हे । इसलिए बड़े व्यापारी तो अपना कार्य येन केन प्रकरेन करते रहेंगे लेकिन आम ग्राहक/इन्वेस्टर बाज़ार से ग़ायब हो जायेगा नतीज़तन कृषि भूमि की कीमतें धड़ाम से नीचे आ सकती हैं । केवल भू उपयोग पर सख्ती बरती जाती तो शायद मूल समस्या का समाधान निकल सकता था।अभी भी भूमि का बड़ा भाग शहरी क्षेत्रों से बाहर बेचा जा चुका है उसने न कृषि हो सकेगी और न ही कोई निर्माण , साधारण जनता फँसकर रह सकती हे । कानूनी समस्या भी खड़ी हो सकती हे । दूसरी और उत्तराखंड में रहने के इच्छुक अथवा भू व्यापारी शहरों की और रूख करेंगे और सारा की भूमि की क़ीमत में बेतहाशा वृद्धि हो सकती हे ।

क्या भू क़ानून में शहरी भूमि के प्रबंधन पर कोई विचार किया गया ? आर्थिक रूप से कमजोर जो बाह्य नागरिक उत्तराखंड में रहना चाहता हे उसके लिए तो ऐसा सोचना टेढ़ी खीर बन जाएगा । नतीजा अवैध नागरिकों , अतिक्रमणों की बाढ़ शहर की फिजा ख़राब कर सकती ही। क्या यह प्रश्न विचार योग्य नहीं है कि एक वर्ग ऐसा भी हे जो न भूमि खरीदेगा और न ही कोई अनुमति लेगा फिर भी उत्तराखंड की बस्तियों में धीरे धीरे अतिक्रमण के माध्यम से बस जाएगा । यह वर्ग भूमि का छोटा सा टुकड़ा शहर में खरीदना चाहे तो यह उसकी सीमा से हमेशा बाहर होगा और देहात में उसे अनुमति नहीं मिलेगी तो क्या वह अतिक्रमण का सहारा नहीं लेगा ? स्वयं सरकार के नुमाइंदे उनसे ऐसा करा देंगे। इसलिए भू कानून लाना था , अवश्य लाना था लेकिन उत्तराखंड की पूरी भूमि क्षेत्र के लिए। लिखना मानसिक पीड़ा उत्पन्न कर रहा हे लेकिन सरकार स्वयं जनता में भेद कर रही हे । पहले यू सी सी से एक वर्ग को बाहर रखा गया , अब भू कानून से दो मेदानी ज़िलों को मुक्त रखा गया हे । कारण ? यह तो सरकार ही बता सकती हे लेकिन इतना ज़रूर हे कि इससे पिछले कुछ समय से प्रदेश में चल रहा पहाड़ी और बाह्य का विवाद सरकार की मनःस्थिति को भी परभावित करने लगा हे ।

 

प्रदेश की राजनीति इस और स्पष्ट इशारा कर रही है । मूल निवास का मुद्दा हों, बेरोजगार संघ के प्रदर्शन , सरकार में मंत्रालय और राजनीतिक पदों का आवंटन, प्रदेश का मेदानी क्षेत्र उपेक्षित हो रहा हे । सरकार में इस क्षेत्र का कोई मंत्री न होना क्या इस भावना को जन्म देने के लिए काफ़ी नहीं? क्या दो मेंदानी ज़िलों की भूमि अनियंत्रित विक्रय होने से प्रदेश पर कोई विपरीत प्रभाव नहीं पड़ेगा ? क्या यह मैदानी भाग प्रदेश का हिस्सा नहीं है? ऐसे क़ानून से क्या समानता के सिद्धांत को घाव नहीं लगता ? पहाड़ की पथरीली भूमि और इन दो ज़िलों की उपजाऊ भूमि , प्रदेश के लिए कौन सी महत्वपूर्ण हो सकती है? प्रदेश सरकार की यह सोच प्रदेश के भविष्य को अलग दिशा में ले जा रही है जिससे फोर्टी राहत तो मिल सकती हे लेकिन सच्चाई सामने आने पर गहरा घाव ही सामने आयेगा । क्या पहाड़ के निवासी इन क्षेत्रों में निवास नहीं करते ? फिर यह दोहरी नीति किस लिए ! कोई भी कार्य जिससे क्षेत्रवाद, जातिवाद की बू आती हों देशहित में कैसे मानी जा सकती है? कल नागरिकों में यही सोच गहरी हो गई तो यकीन मानिए प्रदेश की राजनीति दो हिसो में बंट जाएगी और कितनी भी कोशिश हो जाए सरकार में मेदानी क्षेत्र का प्रभुत्व कोई रोक नहीं पाएगा और प्रदेश के पास पश्चाताप के अलावा कुछ न होगा। तुष्टिकरण की राजनीति से कांग्रेस का अस्तित्व खतरे की जद में आ गया , अब यही बीज दूसरे तरीके से बोए जा रहे प्रतीत होते हैं । सरकार दबाव में नजर आती है और इसका फायदा क्षेत्रवाद के हिमायती उठा सकते हैं जो आत्मघाती साबित हो सकता है । सरकार से अपेक्षा है कि सख्त कानून बनाए, कानून बनाना सरकार का कर्तव्य है लेकिन कानून के सभी पहलुओं पर पूर्व गहन मंथन अवश्य कर लिया जाना चाहिए। उत्तराखंड देश का सांस्कृतिक दिल है, स्वाभिमान हे और पूरे देश में सार्वभौमिक दखल रखता हे ।

जरा सी चूक किसी नई घातक संस्कृति को जन्म दे सकती हे ।उत्तराखंड ने विकास के कई उच्च शिखर छुए हैं , सही दिशा से भटकने की आवश्यकता नहीं बल्कि अपनी सनातन संस्कृति पर दृढ़ता के साथ जमे रहने की आवश्यकता हे । इसी में प्रदेश की भलाई हे ।
